Canada Veterinary Health Product (VHP) Compliance
The Veterinary Health Products (VHP) regulations came into force on November 13, 2017. This replaced the previous LRVHP program that had been managed by a third party (endorsed and monitored by Health Canada to this point). VHPs are health products for maintaining and promoting health and wellness of certain animals. The ingredients found in VHPs include vitamins, minerals and botanical ingredients. Veterinary Health Products, when registered, have a Notification Number (NN). All ingredients contained in a VHP must be found in the Permitted Substances List (PSL). Though Health Canada has indicated that they must be notified at least 30 days prior to commencing sales of VHPs in the Canadian marketplace it is recommended that a VHP application be submitted 3 to 6 months prior to sale.
Any ingredient not contained in the PSL must go through a New Substance Application. Extensive evidence must be submitted to support the safety of the new ingredient in animals.
VHP applications go through an initial administrative screening stage and then a information verification stage.
