Yes. If your cosmetic brand is based outside Canada, Health Canada requires you to appoint a Canadian representative. As your Canadian Cosmetic Agent, we act as your point of contact and manage regulatory communications for you.

A Canadian Cosmetic Agent plays a key role in supporting foreign manufacturers with regulatory compliance in Canada. The responsibilities include:

  • Communicate directly with Health Canada on your behalf

  • Act on behalf of a manufacturer who doesn’t have a Canadian address

  • Facilitate any requests for information and documentation between Health Canada and the foreign manufacturer

Once your Cosmetic Notification Form is submitted, processing times with Health Canada can vary. While some notifications are reviewed within weeks, others may take several months, depending on the product type, the ingredients and whether additional information is requested.

As of March 2025, you cannot submit a Cosmetic Notification to Health Canada without a Canadian agent listed. A cosmetic notification, among other regulatory requirements, is required to sell a cosmetic in Canada. If you do not comply, you may experience consequences such as fines or removal of your product from the market. Our services help you stay compliant and market ready. 

If your formulation or labelling changes, Health Canada may require a CNF amendment to update your existing submission. We assess each update and handle the necessary follow-ups to keep your product compliant.
