Yes. Importers of pet food and pet supplements must comply with FSVP requirements and designate an agent.

Yes. Importing raw food materials to the U.S. makes you an importer under FSVP.

No. Foods imported strictly for personal consumption do not require FSVP.

A U.S. owner or consignee is a person or entity in the United States who owns the food, has purchased it, or has agreed in writing to purchase it at the time of entry.

Importers with less than USD $1M in human food or $2.5M in animal food annually may follow modified FSVP requirements. A hazard analysis is not required for very small importers.
